The lakes were on a site where there were holiday lodges and other tourist accommodation but were subject to planning conditions that actually prevented commercial fishing, including by those staying in the tourist accommodation. The removal of those conditions had previously be subject of an unsuccessful planning appeal but RCC presented the arguments in a way that convinced the planners that the changes requested could now be made. Approval was therefore achieved within the 8 week period.
